CP7252, also known as the 'Boot codepage', contains the most common characters of many languages. It can be used for displaying text at boot before a regional codepage is loaded, at least in theory... in practice we can use UCS-2 encoding with a hard-coded TD bitmaps 1 6×14 1.5 dev1 which has Subset2 support. CP7252 contains 252 characters.
